1G/2.5G Ethernet PCS/PMA or SGMII v15.1 (Rev.1) - Auto-Negotiation intermitently fails to complete with the core

Auto-Negotiation does not always complete successfully with v15.1 of the 1G/2.5G Ethernet PCS/PMA or SGMII core.

Resets do not always complete.

The attached tactical update is required to fix this issue.
