The 2016.3 version of the FSBL includes changes to the memory layout.
As a result, previously built versions of the Arm Trusted Firmware (ATF) might give an "unsupported handoff" error during boot.
To work around this issue you MUST rebuild the ATF (or any other affected standalone application) in Vivado 2016.3 to meet the 2016.3 FSBL memory layout requirements.
