In Vivado 2017.3 and 2017.4, the QSPI Flash programmer fails for DDR-less systems.
The work-around is to apply the attached patch to Vivado (the patch is the same for 2017.3 and 2017.4).
This issue is planned to be fixed in the 2018.1 release.
