2019.1 Zynq UltraScale+ MPSoC: Yocto and PetaLinux do not support distrocmd introduced in u-boot-xlnx

In the 2019.1 release, distrocmd has been introduced in u-boot-xlnx (https://github.com/Xilinx/u-boot-xlnx).

This does not currently work in Yocto or PetaLinux for Zynq UltraScale+ MPSoC devices.

Current u-boot-xlnx recipes do not support this feature as it requires support from u-boot.scr scripts in Yocto.
