解决方案

Beginning in the ISE 11.4 Design Tools version of the software, the Spread Spectrum feature of DCM_CLKGEN is fully supported. Along with software support, there is additional documentation in the Spartan-6 FPGA Clocking Resource User Guide, UG382. Also, Xilinx Application Note XAPP1065 - "Spread Spectrum Clock Generation in Spartan-6 FPGAs" is available.

Spread Spectrum cannot be used in versions of software earlier than ISE design tools 11.4 for Spartan-6 FPGAs.
