13.1 PlanAhead - Pblocks are not highlighted Properly in the PlanAhead Tool

When using the right-click menu, the pblocks are not highlighted as expected. However, they are highlighted when using the view tab.

This issue is fixed in the 13.2 PlanAhead tool.
