I tried to create a new project from a Tcl script which was created using the write_project_tcl command from an existing project.
However, even though the IP sources (including DCP) were already generated in the original project, I see that OOC runs created for the IP's in the new project have a status of "Not started".
When I run synthesis in this new project, it launches the IP OOC runs which regenerates the IP output products.
This is not needed as there are already generated IP DCP's in the earlier project.

This issue is fixed in Vivado 2014.3.
As a workaround in Vivado 2014.2 delete the IP runs using the "delete_ip_run" Tcl command in the new project.
