If you click on Run Simulation, you can see that not all the options apart from Behavioral Simulation are always available. Availability of popup menu options is dependent on the design development stage.
For example, if you have not run synthesis, the synthesis options in the popup menu are grayed out.
So, it is not possible to run Post-Synthesis and Behavioral Simulation simultaneously.
